Hi: Since I don't work for or represent HP, and haven't ordered recovery disks for a while for my HP business PC's, unfortunately, I don't know what recovery media costs nowadays. It used to be $10 for the set when I ordered a set back in 2015, but some forum member informed my last year when he ordered a set, that the price had gone up to $30/set. Since the PC originally came with W7, I don't see any issues with reinstalling it. I don't know much about refurbishing a PC regarding installing an operating system. If the refurbisher took the PC from W7 to W10 with the free upgrade that was offered through 7/2016, you can always make your own plain W10 installation media by using the Media Creation tool at the link below. The tool will let you make either a bootable W10 installation flash drive, or save an ISO file which you can burn to a DVD. When you get to the part of the installation script where you are asked to enter a product key, select the I don't have a product key' option (Skip), and W10 will install and automatically activate once you are reconnected to the internet. If the refurbisher used a special W10 OS for refurbishers, then I don't know what you would need to do to reinstall W10. However, you should probably retrieve the W10 product key prior to reinstalling W10. I have zipped up and attached a free utility below, that will show you the W10 product key that should work on a reinstallation, if the key is accepted by the public W10 software download.
